Returns what a plan change would charge the card on file today, and when the plan would next renew, without making the change. Only for a company charged by card (the offering's charges_card is true); no card needs to be on file yet. Takes the same plan and job_tier_id as plan_changes, and refuses whatever plan_changes would refuse. Users need the AccountManagement permission. Company keys may call it; integration-partner keys are refused.
