Lists the plans available to a company still on the old pricing model. Returns an empty list for usage-based pricing. A company on the plans model reads GET billing/plan_offering instead; this endpoint returns 404 for it. Users need the AccountManagement permission. Company keys may call it; integration-partner keys are refused.
